The legal framework: what you should know

Foreign nationals are allowed to buy property in North Cyprus – but the purchase follows its own rules, which you should know before you sign anything.

Purchase permit for foreigners

For the transfer of ownership, foreign buyers need a government purchase permit. The application goes through the authorities and takes time – but the sales contract can be signed and registered beforehand, so your rights are protected.

Tapu / Koçan: the proof of ownership

Ownership is proven by the land-registry entry, locally called Tapu or Koçan. Before any payment, it should be verified who is actually registered as the owner and whether encumbrances such as mortgages sit on the property.

Bilingual contracts

Sales contracts are commonly drawn up in Turkish and English. Insist on a version in a language you fully understand – and have the contract reviewed by an independent lawyer before you sign.

The process in six steps

Depending on the property and the permit procedure, several months pass between the first search and the key handover. The process itself is easy to plan when the order is right – and when you do not cut corners at the decisive points: checking the documents and independent support.

1. Search & selection

Clarify your budget, your goal (own use, letting, investment) and the region. A shortlist from reputable sources saves a lot of time on the ground – and protects you from impulsive decisions.

2. Viewing

View in person or via live video. Look beyond the property itself at the location, build quality and surroundings – and follow up in writing on everything that was promised verbally.

3. Reservation

A reservation payment that takes the property off the market is customary. Only pay it against a written agreement that clearly sets out the amount, the property, the validity period and the refund conditions.

4. Sales contract with a lawyer

An independent lawyer verifies the ownership situation (Tapu/Koçan), negotiates the contract details and handles the registration of the contract. Do not sign until you have understood every clause.

5. Purchase permit

After signing, the purchase permit for foreign buyers is applied for. The procedure runs in the background – your lawyer tracks its progress, and depending on the contract you can often already use the property in the meantime.

6. Payment & handover

Payments follow the schedule agreed in the contract; at the end come registration and the key handover. Keep all receipts and have the transfer of ownership confirmed to you.

Purchase costs: plan realistically

On top of the purchase price, taxes and fees apply in North Cyprus – including stamp duty, transfer tax, VAT on new builds where applicable, plus legal and registration costs.

The rates change regularly and depend on the individual case – for instance whether you buy a new build or a resale. Do not rely on blanket figures from listings: check the current rates before signing and have all costs itemised for you in writing.

Budget for the purchase costs from the start, and request a written total cost breakdown before signing: purchase price, taxes, fees and running costs.

The regions at a glance

Where you should buy depends on your goal: own use, holiday letting or a long-term investment place different demands on location and property type. The three most important regions in the north of the island each have a profile of their own.

Girne (Kyrenia)

The touristic heart of the island: harbour, restaurants, an international community. The range spans from apartments to villas in the mountains – good locations are in corresponding demand.

Gazimağusa (Famagusta)

A historic old town, a university and growing residential projects. Interesting for letting to students and long-term tenants – often at more moderate prices than on the north coast.

İskele / Long Beach

The fastest-growing region, with many new developments right on the long sandy beach. Popular with international buyers and for holiday letting – careful due diligence on developer and contract matters especially here.
